Does NCM fall back to use SSH if it has been configured to use Telnet as its log in protocol and Telnet has failed?

I am trying to discover which of my nodes are still running telnet and are accessible using this protocol. I decided to try to set my NCM's transfer protocol to telnet (see image attached)

file > settings > global macro settings > transfer protocol . I reckoned to schedule a job then which would just log in to each device and run a simple show command. From the job output mailed to me I hoped to ascertain which devices were still running telnet by pulling out the nodes where the login was successful, however some of the devices into which NCM managed to successfully login had not got telnet enabled on their vty's?? This has led me to believe that NCM falls back to ssh when an attaempt to log in using telnet fails?

 

Adevice managed to successfully log in to with global settings transfer protocol's set to telnet (see attached).......
